This analysis has been published to help GovWin clients prepare for the upcoming DoD SIA 3 Small Business On Ramp RFP. This analysis is based on the list of labor categories from DoD SIA (Opp 109610). There are two volumes based on the number of labor categories listed in the SIA RFP document. Volume 1 consists of the "Analysis" positions list in the SOW document. Volume 2 consists of the "Sciences" positions, "Analytic Enabling" positions, "Engineering" positions and "CI/HUMINT/Collections" positions listed in the SOW document. Most of the categories on the list have a corresponding download of similar labor categories and their rates in this analysis. Downloads are based on job title, keyword, or Smart Tags searches from the GovWin Labor Pricing database. There are more than 25,000 rates in Volume 1 based on rates effective 1/1/2023 - 1/1/2028.

The data on each sheet is sorted by job title. Data can be filtered by clicking any of the column header cells. There is a dynamic average rate cell at the bottom of the rate column on each sheet. The average rate cell can be clicked to derive the minimum and maximum rate of the data selected. This functionality can be helpful in determining the price reasonableness range of categories with matching or similar qualifications. The search link for each category is included on the top line of each spreadsheet/table. The search links are included since new labor rate data is added to the database on a daily basis. This will enable users to run the same search/download anytime so the most recent data is being evaluated. The RFP release date as of now is estimated to be April 2026, so the results published in this analysis may change between analysis publication and RFP release.
