Army Confirms Consolidation of ITES-3S and RS3 Again

The Army Contracting Command confirmed via a Special Notice issued August 12, that they will proceed with the consolidated procurement of the Information Technology Enterprise Solution-3 Services (ITES-3S) and Responsive Strategic Sourcing for Service (RS3) vehicles under the Marketplace for the Acquisition of Professional Services (MAPS) solicitation.

MAPS has an estimated $50B value over a 10-year period of performance to begin when the contracts expire in 2027.

The announcement came on the heels of an August 5 amended RFI for ITES-4S announcing the consolidation. However, the government retracted the amendment a day later without explanation or response to industry questions. The ACC initially hinted at a possible consolidation in an April 2024 RFI for the RS3 successor titled “Army Contracting Command’s Enterprise for Sourcing Services (ACCESS).” The ITES-4S amendment changed the title to MAPS.

The agency continues acquisition planning and intends to host an industry day before September 30. New information will likely be posted under a new solicitation number. However, since the contracting office posted the most recent updates under the ITES-4S and ACCESS sites on SAM.gov, vendors should closely monitor those sites until the contracting office posts a final MAPS page.
