Federal Big Data spending from FY 2022 to 2024 totaled $22B, representing 30% growth over the three years and demonstrating the government’s strong commitment to improving data management and processing technologies. Small business awards ($10.1B) account for roughly half of total spending, with a 37% increase during this period, signaling expanding market share for small companies. Major contributors include:
- Defense Agencies ($1.8B)
- Health and Human Services (HHS) ($1.4B)
- Air Force (AF) and Navy/Marine Corps at $1.2B each.

Defense small business awards outpaced Civilian nearly two to one, with a 48% increase during this time, driven by a $184.6M increase in AF obligations. Other defense sector growth included Defense Agencies ($1.8B, +37%), Navy/Marine ($1.2B, +45%), and the Army ($797M, +39%). NASA SEWP V and GSA MAS task order awards led contract spending. Storage and Server solutions accounted for 35% of SEWP V task orders.
Civilian agency small business awards grew by 27% from FY 2022 – 2024, led by $1.4B in HHS spending. Homeland Security (DHS), Veterans Affairs (VA), NASA and Treasury rounded out the top five civilian agencies with a combined total of $2B. GSA MAS contractors received the most award dollars, but spending under STARS III rose by 88%.

Big Data spending among the top four socio-economic sectors totaled $2.7B, with sole-source awards accounting for $1B. Woman-Owned Small Businesses (WOSB), including the Economically Disadvantaged Small Businesses (EDWOSB), more than doubled during this time, from $24M in FY 2022 to $54M in FY 2024. HUBZone awards continue to lag, increasing only 2%, with the largest competitive awards in Storage and Servers. Service-Disabled, Veteran-Owned Small Businesses (SDVOSB) spent the most on Analytics ($308M), Data Management and Integration ($268M) and Big Data Systems and Platforms ($159M).

Building partnerships with Original Equipment Manufacturers (OEMS) can mitigate reduced value-added reseller opportunities while focusing on value-added roles as subcontractors or partners will further enhance competitiveness.
