Army makes more MAPS requirements and timeline changes

The Marketplace for the Acquisition of Professional Services' Solicitation is delayed again as officials review industry questions and revise RFP language.
Officials, who are handling the high-profile contract known as the Marketplace for the Acquisition of Professional Services, have once again changed their timeline for releasing a final Solicitation. The stop-and-go has been a struggle for MAPS since its beginning.
On January 28, 2026, officials stated that the Solicitation was to be released on February 2, 2026, with Proposals due no later than March 4, 2026. Those dates have changed again, according to a February 1, 2026, SAM notice update.
They now intend to release another draft and the final RFP “within this next quarter.”
The pause comes as the Contracting Office received responses to its draft RFP and other information, which were released in mid-January 2026. They also had several hundred questions submitted during the January 28 Industry Day event.
“We have received resounding feedback and great thought-provoking questions in which the Government will thoroughly review and consider,” officials wrote in the latest update to their MAPS notice on SAM.gov.
REVISIONS
Officials announced multiple revisions that have yet to be detailed. They are changing language regarding the inclusion and criteria for “Emerging Large Businesses.” The draft RFP describes large businesses, small businesses, and Commercial-Sector Vendors. Revisions may be a consideration of business growth throughout the duration of the 10-year, $50 billion contract.
There are to be reconsiderations about applicable Qualifying Projects. Businesses soon may be allowed to leverage subcontract experience. The draft RFP currently states: “The Offeror may not use QPs of their subcontractors but can use QPs of their affiliates or subsidiaries.” This is likely to change, although exactly how is unclear.

- Single contract (prime or commercial) Single Task Order, or Task Order under a Federal Supply Schedule
- $2.5M minimum value
- Minimum 1 year of performance (can be an active requirement)
- End of Period of Performance cannot be more than 4 years old from the final Solicitation Date
- NAICS must match the NAICS listed in the RFP Section for the respective Domain
The Contracting Office is refining Off-Ramp terms. Under current RFP language, a vendor can be off-ramped from MAPS for not submitting enough bids. The draft RFP states: “Contract holders are expected to bid on 50% of the orders awarded under their contract Domain or risk being off-ramped.” The draft includes six additional reasons, including a contractor-induced cost overrun on a Task Order as well as vacancy rates.
Outcome-based service requirements for Commercial-Sector Vendors are expected to change. Commercial-Sector Vendors do not currently perform nor have performed any contracts or subcontracts with the Federal government in the last four years. Commercial-Sector Vendors will have their places among large and small business awardees. Officials intend to make awards to 10 of these vendor-types in each Domain.
WHAT IS MAPS?
MAPS is a consolidation of the ITES-3S and the RS3 contract vehicles, which are near to expiration. MAPS is divided into 5 Domains:
- Technical
- Management and Advisory
- Research, Development, Testing and Evaluation (RDT&E)
- Emerging IT
- Foundational IT
MAPS is a requirement for knowledge-based professional services for programs with Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) related mission requirements.
MAPS was first announced in August 2024. Officials had been considering ITES-4S, a follow-on to ITES-3S contract vehicle. They were also looking to follow-on with the current RS3 contract. It was to be named the Army Contracting Command’s Enterprise for Sourcing Services (ACCESS). However, those two follow-ons were scrapped for the consolidation that formed MAPS.
