Army Communication and Transmission Systems Program Labor Rate Analysis

These rates are taken from Deltek GovWin IQ's Federal Labor Pricing Solution for dates effective 1/1/2008. Labor categories from the Strategic Services Sourcing (S3) program have been analyzed against incumbent vendors from S3 and all vendors from the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS) program. Specific labor categories have not been identified for CTS so the analysis is based on the S3 labor categories for vendors of both programs. Average/Minimum/Maximum rates have been provided so that competitive ranges can be determined for each category. Clearance positions for the vendors of each program have been provided as the DRAFT Performance Work Statement and Industry Day documents indicate positions on CTS will need clearances.
