A quarterly recap of SLED Health and Human Services solicitation releases.

The fourth quarter of 2023 saw a decrease in the number of Health and Human Services (HHS) bids compared to the previous quarter. The number of HHS bids fell from 7,372 in Q3 to about 7,087 in Q4, for a slight decrease of approximately 4%. Solicitations released in Q4 came from about 2,631 buying organizations, and vendors had an average of 31 days to respond to released bids.

The top primary requirement in Q4 was Health Services which made up approximately 21% of all HHS bids released, followed by Social Services at 15%, Medical & Scientific Equipment at 12%, and Professional Services at 9%. The Health Care vertical saw more bid activity than the Social Services vertical, with approximately 3,942 Health Care bids released compared to 2,310 bids for Social Services.

Consistent with previous quarter rankings, California, New York, and Texas released the greatest number of HHS bids in Q4 2023 at 711, 697, and 510 respectively. Together, these three states accounted for approximately 27% of all bids released. South Dakota released the fewest number of HHS bids in Q4 at 18, followed by Idaho at 26 and Nevada at 28.

Notable Solicitation Releases

  • The Alabama Medicaid Agency issued a Request for Proposal (RFP) for a Modular Electronic Visit Verification (EVV) System. The chosen MEVV Contractor shall provide a configurable MEVV solution capable of meeting the requirements of various providers and programs. The MEVV contractor shall fully test and implement the new solution, develop Alabama-specific training/learning materials, train end users and administrators, support the operational solution at established service levels, obtain CMS certification of the solution, and, at the end of this contract, transition to a future follow-on EVV solution. Proposals are due January 12, 2024.
  • The Missouri Office Of Administration (OA), Division Of Purchasing (DOP), on behalf of the Department of Health and Senior Services (DHSS) issued a Request for Proposal (RFP) for Electronic Benefit Transfer (EBT) Processing Services. The agency is seeking sealed proposals to establish a contract to acquire Electronic Benefits Transfer (EBT) services for the Supplemental Nutrition Program for Women, Infants, and Children (WIC) program administered by DHSS. Proposals are due January 30, 2024.
  • The Rhode Island Executive Office of Health and Human Services (EOHHS) issued a Request for Proposal (RFP) for Medicaid Managed Care Services. The agency is seeking proposals from qualified bidders to serve as managed care organizations (MCOs) for the Rhode Island’s Medicaid managed care program with a primary site of business operations in Rhode Island. Awarded and contracted MCOs will administer all daily functions related to the delivery of covered services for enrolled Medicaid beneficiaries. Proposals are due February 23, 2024.
  • The Missouri Office of Administration, Division of Purchasing issued a Request for Proposal (RFP) for a Statewide Temporary Personnel Medical Services Qualified Vendor List (QVL). The agency is seeking proposals for the development of a Qualified Vendors List (QVL) for the provision of temporary personnel medical services. Proposals are due January 23, 2024.
