A recap of procurement activity in the SLED Health and Human Services market in May 2019.

Solicitation activity in the State, Local and Education (SLED) Health and Human Services (HHS) market in May experienced a 13.5% decrease compared to solicitations in April. The top requirements for solicitations in May consisted of Health Services, Professional Services, and Information Technology. However, only solicitations for Health Services increased between April and May. These were followed by solicitations for Medical and Scientific Equipment, Social Services, Architecture, Engineering and Construction, and Operations and Maintenance. These top requirements all experienced a slight decrease in bids as well.

Notable Solicitation Releases

•            The Alabama Medicaid Agency released a request for bids (RFB) for the MMIS Takeover for Medicaid Fiscal Agent Services. The agency is seeking a qualified vendor to enhance and operate the current Alabama Medicaid Management Information System (AMMIS) and to serve as a fiscal agent. Based on similar projects, the anticipated value of this opportunity is between $75 million and $100 million. According to the RFB, the awarded contract will have a three-year base term, with four one-year renewal options. A mandatory Pre-Proposal Conference will be held on June 18, while Proposals are due on July 30, 2019.  

•            The Connecticut Department of Administrative Services, on behalf of the Department of Social Services, released a request for proposals (RFP) for Project Design, Development, and Implementation (DDI) for the Connecticut Child Support Enforcement System (CCSES) Replacement. The agency is seeking a qualified vendor to replace the legacy CCSES by implementing an automated state-of-the-art system that meets all functional and technical requirements. Based on similar projects, the estimated budget for this opportunity is approximately $6 million. The RFP also states that any awarded contract will have a base term of six years. Proposals are due on August 7, 2019.

•            The Delaware Department of Health and Social Services released an RFP for Electronic Medical Record (EMR) Replacement. The agency is looking to obtain a Software as a Service (SaaS) system to support clinical services and administrative processes. Specifically, the system will support improvement to the clinical process flow, interoperability among agency programs, and eliminate the need for duplicate data entry. The estimated value of this opportunity is between $1 million and $3 million, based on similar projects. Additionally, the RFP specifies a contract term of one base year, with six one-year renewal options. A non-mandatory Pre-Proposal Conference will be held on June 4, while Proposals are due on July 2, 2019.

Notable Awards

•            The New York Department of Health has awarded a contract to DXC Technology Services for the Maintenance and Enhancement of the Web-Based New York State Immunization Information System (NYSIIS). DXC will be responsible not only for maintaining the current system, but also for enhancing NYSIIS to reflect national and state standards, specifications, and measures related to providing an accurate, secure, and interoperable infrastructure. The contract has a base term of five years, making it effective through April 30, 2024, and is valued at $10,462,713.
