This Comparative Rate Analysis has been published to help GovWin clients understand labor rate pricing of incumbent vendors for some of the Top Unrestricted Opportunities of 2026 identified by GovWin. Most of the Top Opps have estimated RFP release dates in 2026.  GovWin Labor Pricing subscribers may submit requests for custom analyses of the Opps as the RFPs are released.  Seven of the Top 20 Opps are included in this analysis.  Two or three of the Top Opps may be published as separate Comparative Rate Analysis reports in 2026. Several of the Top Opps are new programs and some do not have any incumbent vendor pricing data available. More than 56,000 rates are included in this analysis, effective over the last three years, as of December 2025.  The vendor rates included for each opp are rates from other current contracts and schedules held by the incumbent(s).
