The state, local, and education (SLED) IT market is estimated at $155 billion for 2025 with a slower growth rate of around 2% at a time of tighter budgets from reduced stimulus support along with greater economic and fiscal uncertainty. The market is then projected to reach $178 billion by 2028—averaging around 4.5% annually during the entire forecast period of 2023-2028.
2024 marked a peak in the recovery cycle since the 2020 pandemic, with higher-than-expected IT growth during the last year of ARPA stimulus allocations.
