Energy Extends Incumbent BPA During Recompete of $3.5B IT Contract

DOE extension of Accenture's CIO Business Operations Support Services (CBOSS) BPA includes a six-month base period and two possible three-month options through September 6, 2025.

The Department of Energy has extended the incumbent the CIO Business Operations Support Services (CBOSS) BPA held by Accenture Federal Services for an additional 12 months to provide uninterrupted services during the recompete.

The Department released an unrestricted Request for Quotes (RFQ) for CBOSS 2 BPA in early August via the GSA Consolidated Multiple Award Schedule (GSA MAS). Vendors with GSA MAS contracts under the Special Item Numbers (SINS) below may submit quotes by 2 PM ET, September 3, 2024:

  • 54151HACS – Highly Adaptive Cybersecurity Services (HACS)
  • 518210C – Cloud computing and Cloud Related IT Professional Services
  • Order-Level Material

The government intends to award a single BPA estimated at $3.5B with a potential seven-year lifecycle. This article reviews the incumbent contract performance and provides an overview of agency Information Technology (IT) support contract evolution since 2005.

CBOSS Performance:

Energy awarded the current $2B BPA in November 2018 to Accenture under a Contractor Teaming Arrangement with Science Applications International Corporation (SAIC) – formerly Unisys, General Dynamics Information Technology (GDIT) and Red River. The scope was primarily for cloud migration services but included general IT services, cybersecurity, telecommunication and analysis support. The original performance period included a base year and six one-year options.

Reported obligations have grown steadily over the BPA lifecycle reaching $1.8B as of Quarter 4 (Q4) FY 2024 through 2,300 transactions. Based on the average Q4 spending for fiscal years 2019 through 2023, the estimated final CBOSS spending could reach $2.2B. 

 

CBOSS Evolution

The initial IT support services contract was a Single Source award to Energy Enterprise Solutions, LLC following an A-76 Study. The scope of services focused on IT policy development, systems engineering and development, IT services and cybersecurity. The seven-year contract's final value was about $1B. The scope of services continued along the same path under the Office of the Chief Information Officer (OCIO) Operational IT Support Services (OCIO ITSS) awarded under a Small Business Set-Aside competition. Then, in 2016 the agency initially planned to split the services into three separate procurements, Policy, Strategy, and Guidance Support Services (PSGSS), Technology Innovation Support Services (TISS) and CIO Business Support Services (CBOSS). However, the final decision resulted in a stand-alone contract for PSGSS and TISS services rolled into the CBOSS procurement.

The Department awarded the PSGSS effort under a Service-Disabled Veteran-Owned Small Business Set-Aside via the legacy GSA Schedule 70. It has an estimated $75M value based on reported obligations and is scheduled to expire in October 2025. The CBOSS BPA retained the original IT requirements and added technology innovation components from TISS. With the recent extension, the BPA will now expire in May 2025. The CBOSS 2.0 scope evolved to include artificial intelligence along with other IT transformation efforts.
