The Northeastern Region of the United States carries an assortment of opportunities for vendors to compete for. This region includes the following states: Maine, Massachusetts, Rhode Island, Connecticut, New Jersey, Pennsylvania, New York, Vermont, and New Hampshire.

Out of these nine states, New York carries the most opportunities in the pre or forecast stage for FY 19 to FY 2023, totaling out to 158 opportunities. The Veterans Affairs accounts for 79 of these opportunities and the Army accounts for 40.

In second comes Pennsylvania with 115 opportunities in the pre or forecast stage for FY 2019 to FY 2023. Veterans Affairs (VA) accounts for 52 opportunities, while the Army, Navy, and Defense combined have as many opportunities coming out of Pennsylvania as the VA. Similar to New York, VA continues to hold a strong presence in Pennsylvania.

Together, both New York and Pennsylvania make up a large majority of the requirements coming out of the Northeastern Region.

By volume, the Veterans Affairs and the Army make up over 50% of the opportunities coming out of this region.

Veterans Affairs (VA)

  • VA has the greatest combined number of opportunities for this region with 176 coming out in the FY 19 to FY 2023 time frame.
    • VA accounts for 33% of the opportunities coming out of this region (by number of opportunities)
    • The highest value opportunity, however, is $20M (apart from one $136M effort which shares the NE regions as a Place of Performance along with others)
  • 61% of the upcoming VA opportunities are AEC opportunities.
    • The next largest category of opportunities, based on the NAICS codes, are medical related (the NAICS codes for these are 621498 and 621910)
  • 74% of the VA opportunities are coming out of New York and Pennsylvania
    • 60% to 63% of the opportunities coming out of the VA for PA and NY, respectively are AEC opportunities
  • The above trend carries through in the other states. VA is the top agency by number of opportunities in the following states as well:
    • Connecticut
    • Maine
    • New Hampshire
    • Vermont
  • And for the remaining states within the NE region (New Jersey, Massachusetts, Rhode Island) VA is in the top 2 or 3

Army

  • Approximately 40% of the opportunities coming out of the Army in the NE region during FY 19 and FY 2023 are based out of New York.
    • New Jersey and Pennsylvania each account for about 20% of the Army’s opportunities in the region.
  • As far as type of work, over 50% of the opportunities are AEC related, and are coming out of the Army Corps of Engineers.
    • While the volume of opportunities is highest within the AEC sector, the two largest opportunities are not AEC related. These are Opp ID 159082 (Recap / Reset Military Armored Vehicles And Military Power Generators) and Opp ID 120989 (M777A2 Life Cycle Sustainment). These two alone account for about a third of the value of Army opportunities coming out of the NE.
  • For those opportunities with a determined set-aside, Small Business Set-Asides make up the largest cohort. About 1/3 of Army’s efforts out of this region are SB-Set Aside. About half of the opportunities are still Undetermined as far as what acquisition strategy will be utilized.
    • In addition, Army’s largest opportunity (Opp ID 159082) out of this region also happens to be a Small Business Set-Aside.

Top Agencies by Value

The Department of Energy anticipates a combined value of $14B in opportunities for FY 2019 to FY 2023. This, however, is concentrated mainly in one opportunity: Opportunity Report 169140 (M&O of the Brookhaven National Laboratory). This effort alone is anticipated to be approximately $12B. The Missile Defense Agency (MDA) is the next largest agency by value. It has one $6B opportunity (Opp ID for 95474 Ground-Based Mid-Course Defense Development Operations, Sustainment, Production). This effort, however, includes not just the NE region as the place of performance. The place of performance is spread out amongst 4 other states not in the northeast.

The Army has over $3B in opportunities that includes a state within this region as a place of performance. The Air Force has just under $3B in opportunities. The Navy has $1.8B in efforts that includes a NE state. The Air Force and Navy, however, are fairly concentrated as far as which states make up a bulk of the work. Most of the work for the Air Force is coming out of Massachusetts (where Hanscom AFB is located). Most of the work for the Navy is coming out of Pennsylvania. Army’s footprint is more evenly disbursed across the region, with close to $1B each in opportunities in New Jersey, New York, and Pennsylvania.

Conclusion

The Northeastern Region is comprised of nine states where the Veterans Affairs (VA) and Army hold the most opportunities by volume. While the predominant number of opportunities in the NE region are AEC efforts, the average value of these efforts is about $7M. The top 10 largest upcoming opportunities with a place of performance that include a state in the NE region are mostly made up of IT or IT equipment efforts. Only one of the Top 10 is an AEC opportunity.
